Rent Registry

The Rent Registry is an online service portal where property owners can register rental properties, update information about their rental units, and pay annual rent registration fees required by the County’s Rent Stabilization and Tenant Protections Ordinance (RSTPO) and Mobilehome Rent Stabilization and Mobilehome Owner Protections Ordinance (MRSMOPO). The system also allows property owners and renters to file and submit required documentation, request rent adjustments and passthroughs, and verify if they are covered under the RSTPO and MRSMOPO.

The Rent Registry was established under the County’s Rent Stabilization and Tenant Protections Ordinance and the Mobilehome Rent Stabilization and Mobilehome Owner Protections Ordinance.  It allows landlords to provide required rental housing information in compliance with County ordinances, such as changes in tenancy, rental rates, and amenities, as well as pay annual registration fees to administer and enforce the program.

Landlords and mobilehome park owners who rent rental units (units), rooms or mobilehome spaces (spaces) within unincorporated Los Angeles County are required to register and pay annual registration fees. Some properties or units, properties or spaces may be exempt from these requirements. You can submit an exemption request through the Rent Registry for review. Examples of exemptions include, but are not limited to, owner-occupied units/spaces, units/spaces used for nonrental purposes, and units/spaces that are exempt from rent stabilization under state and federal law.

Please note, if you decide to rent your unit(s) or space(s), you must register within thirty (30) days of the tenancy start date.

How do I register?

  • Online by visiting dcba.lacounty.gov and follow the steps below:
    1. Create your account
    2. Use your Property Identification Number (PIN) to find your property.
      • Can’t find your PIN? Email us at rentregistry@dcba.lacounty.gov. Use the subject line “Need My PIN” and include your name and property address in the email. Our team will send you your PIN so you can complete the registration process.
    3. Update your contact, property, and unit information.
    4. Submit your registration.
  • In-person at the following locations:
    1. DCBA Headquarters (320 West Temple Street, Room G-10, Los Angeles, CA 90012) – Monday through Thursday 8:30 a.m. to 4:30 p.m.
    2. East Los Angeles County Hall (4801 East Third Street, Los Angeles, CA 90022) – Wednesdays ONLY 8:00 a.m. to 4:00 p.m.
    3. Lancaster Library (601 West Lancaster Boulevard, Lancaster, CA 93534) – Thursdays ONLY 10:00 a.m. to 4:30 p.m.
  • By Mail at DCBA Headquarters (320 West Temple Street, Room G-10, Los Angeles, CA 90012, ATTN” Rent Stabilization Program). Property owners may submit a paper application via mail. Once the property has been accurately registered, a payment may be submitted. Checks should be made payable to: The Department of Consumer and Business Affairs. Please Note: Incorrect payments will be rejected. 
  • By phone at (800) 593-8222, Monday through Friday, 8:00AM to 4:30PM. Our counselors are on standby and are ready to assist with questions related to registration. Please note: During our peak season between July through September, our call center experiences heavy call volumes. To avoid extended wait times, CLICK HERE to make an appointment at your convenience.

NOTE: If you need help registering in person, please have the following information ready:

  • Assessor Parcel Number (APN)
  • Property Identification Number (PIN)
  • Unit information such as start of tenancy, rental amounts, housing services, security deposit, etc.
  • Tenant/space renter contact information
  • Supporting documents for exemption requests, if applicable
